Comprehensive Performance Assessment

What is a Comprehensive Performance Assessment?

The Audit Commission developed the Comprehensive Performance Assessment (CPA) as a basis for assessing authorities' progress in meeting their duties under the Local Government Act 1999. CPA builds on Best Value and provides people with an overall assessment of how their council is doing. The outcome of our CPA and priorities for improvement are built into the Best Value Performance Plan.

How Northumberland County Council is Assessed?

Northumberland County Council carries out a self assessment of its overall ability, which is then challenged and checked by the Audit Commission. Each core council service is judged on a scale from 1 to 4, with 1 being the lowest and 4 being the highest, these judgements draw on inspection reports, performance indicators and assessments by government departments. Individual service scores are then combined into an overall score for service performance which is combined with the scores for overall ability, the council is then placed in one of the following categories: excellent, good, fair, weak or poor.

CPA Results

Northumberland County Council went through its first CPA in 2002. As a result the Council was judged as good in the way it provides services for local people. The Audit Commission reported that the Council provides generally good services which in most cases are improving but that the Council has the ability to continue to improve services to local citizens. This was updated by a CPA in 2004 when the council retained its good council status. To view individual service blocks follow the links below:

Alternatively the Council's scorecard is placed on the Audit Commission Web site. It shows the overall category, the score for each of the core service block scores and the aggregate scores for service performance and overall ability
