Putting the Learner First project - Special Education Needs Consultation
During the spring term a number of meetings were arranged around the county to discuss with schools, parents and specialist
support services who work with children who have special educational needs:
- The sort of special education system that the County Council should be aiming to develop within its Putting The Learner First strategic plan
- Some initial ideas about how, in principle, this might operate
A report prepared for the Council Executive on 29 November 2004 was taken to be a starting point for this preliminary consultation.
The results of this consultation were presented to the Council Executive on 31 May, together with the results of an earlier consultation exercise about how the Council will work towards ensuring that it has inclusive provision for pupils with special educational needs (The County Council's SEN Inclusion Strategy 2005 - 2010).
You can read the 29 November 2004 Executive Report, and the 31 May 2005 Executive Report. The SEN Inclusion Strategy 2005-2010 Document can be found as an appendix to both of the Executive Reports.
The SEN Inclusion Strategy 2005-2010 Document has generally been welcomed as a positive step towards articulating the Council's commitment to inclusive education. The outcome of consultation on the ideas within the 29 November Executive Report identified a concensus that the Northumberland special education system should be based on:
- Building the capacity of mainstream schools to educate children with special educational needs as far as is possible
- Maintaining a network of specialist facilities for pupils who have complex learning difficulties and emotional and behaviour difficulties, where access to these is more appropriate than mainstream arrangements
- Developing an integrated system of specialist support and advice for mainstream schools involving specialist services and outreach from specialist facilities.
The Executive have agreed that further work should now be undertaken in the light of this preliminary consultation, to develop some illustrative models of how these ideas might translate into practice. A discussion document is in the course of being prepared, to be made available in early July. A number of consultation meetings will then be arranged around the county during September and October in order that people with an interest in special education can contribute their views.'
