Due to concerns over the achievability of any reorganisation in the Cramlington Partnership in September 2007 due to the additional grounds for challenge submitted by PFLA during the Judicial Review hearing in London on February 10th and 13th this year, the recommendation has been made in a report to the Executive meeting of March 13th to defer any proposed reorganisation until September 2008. The report below provides further details.

SCHOOL ORGANISATION PLAN
This document is Northumberland County Council’s School Organisation Plan covering the period 2004-2009. It provides the background to, and context for, the planning of school places over the next five years. The Plan was approved, with amendments, by the School Organisation Committee at their meeting on 14th September 2004.

DEVELOPING AN EDUCATION SERVICE FOR THE 21st CENTURY

This report sets out the strategic vision to address a range of County-wide issues in respect of schools and is one element of a broader strategy to transform learning in Northumberland and develop an Education Services for the 21st Century to achieve the best educational provision and outcomes for the children and young people of Northumberland. The report summarises the outcomes of an appraisal process and sets out a proposed preferred way forward for the organisation of schools.


STAFFING PROTOCOL

The purpose of reviewing school organisation in Northumberland is to develop plans for sustaining and further enhancing the quality of educational provision. This protocol is designed to maintain high standards of teaching and learning from now until after the completion of the ‘Putting the Learner First’ project through ensuring staff retention, redeployment, and recruitment.


INDEPENDENT EVALUATORS

The main purpose of the independent evaluation was to demonstrate that the Authority’s case for school reorganisation and its plans for implementing the proposals were sound, robust and transparent. The independent evaluation would also provide the opportunity for the final reports to be amended in light of the evaluator’s findings and recommendations.


REVIEW OF THE 14-19 NORTHUMBERLAND STRATEGY

In 2002/03, in response to Government policy for 14-19 learning, a Policy and Strategy for Northumberland was developed by the 14-19 Working Group. A wide-ranging consultation exercise was undertaken which culminated in the Policy and Strategy being adopted formally by the key strategic and funding agencies, including Northumberland County Council, Learning and Skills Council Northumberland (LSC) and Connexions Northumberland.
