The Northumberland County & National Park Joint Structure Plan Examination in Public has now closed and the authorities have received the Panel Report. The examination in Public (EIP) into the First Alteration of the Northumberland County and National Park Joint Structure Plan will start on 2nd March 2004.

The EIP will be held before an Independant Panel. It will be chaired by Chris Shepley CBE & Daphne Mair from the Planning Inspectorate.

The first stage will last for approximately one week. It is anticipated that the EIP will then break for approximately one month when the panel will reconvene to discuss the proposed policy approach to renewable energy.

CHRIS SHEPLEY CBE BA Dip T P MRTPI

Chris Shepley was educated at Stockport Grammar School, the London School of Economics, and the University of Manchester.

He began his planning career at Manchester City Council, then moved on (in 1973) to the Greater Manchester Council, where he became Deputy County Planning Officer. He moved to Plymouth in 1985 as City Planning Officer and later as Director of Development, in charge of planning, transport, economic development, and Environmental Health. He left in 1994 to become Chief Planning Inspector, and Chief Executive of the Planning Inspectorate Agency – a post which he left at the end of 2002 to become a private planning consultant. He is now working on projects for the ODPM and various other clients.

He was President of the Royal Town Planning Institute in 1989, and was a visiting Professor at the University of Manchester from 1990-1994, and he has written and spoken widely on planning issues. In his spare time he is Chairman of the Bath Festivals Trust, which runs the Bath International Music Festival and other events.

 

DAPHNE MAIR BA(Econ) MPhil MRTPI

Before joining the Planning Inspectorate Daphne’s professional experience was gained in Local Government, with a New Town Development Corporation and in private practice.

She grew up and went to school on the London side of Essex. After a gap year she went to the University of Manchester where she took an honours degree in Economic and Social Studies. Then to University College London for her Master of Philosophy in Town Planning. She became a Chartered Town Planner in 1981.

She has undertaken a wide range of planning appeals work and been the appointed inspector on three Development Plan inquiries, including a Unitary Development Plan.
Interests and activities outside work include sailing, skiing and community mediation and she is a Patron member of the Friends of her local Museum and Art Gallery.

 

The provisional programme contains the proposed timetable, list of matters and participants. This is available for public comment until 9th February 2004.

Northumberland County and National Park Joint Structure Plan, First Alteration

All responses to the Deposit Draft of the Joint Structure Plan, First Alteration have been considered by the County Council and National Park Authority. As a result a number of changes have been proposed and will be consulted on as proposed modifications. The County Council and National Park Authorities response is set out in the Response to Deposit Draft Consultation document. Those issues which are considered to require further debate will be discussed at the EIP in March.

Consultation on pre-EIP changes

The Deposit Plan identified the need to review the approach on renewable energy, but that this should be done in the light of a regional renewable energy strategy that was ongoing at the time, and a revised policy approach in the review of RPG1. It is proposed to publish a draft policy framework for renewable energy for public consultation. This will be subject to a six week consultation beginning 23rd December.
